Nineteen of the Russian's twenty-one championships have been earned on hard courts
A revitalized Medvedev claimed his initial trophy for nearly 30 months with success over opponent Moutet in the tournament championship match.
Medvedev, a ex- world number one, has had a torrid season, winning just one match at the Grand Slams and undergoing a meltdown at the US Open.
Medvedev's inconsistency on the tennis tour - and issues with his serving in specific - resulted in him exiting of the elite rankings and finally parting ways with long-time coach Gilles Cervara.
Presently working with Thomas Johansson and his other coach, he has gradually advanced in the last few weeks - culminating in a hard-fought competitive win over opponent Moutet.
This marks the player's initial title following the 2023 Rome Masters and initial on a hard surface since spring of 2023.
Success also indicates the Russian has secured 21 titles at 21 different events.
"For the first time I'm at a competition with my both daughters at once, so to secure a trophy is especially meaningful," said world number 14 Medvedev.
"This victory is in honour of my second daughter her name, because the first title I won when my first daughter my daughter was delivered was for her."
Medvedev, the past champion, had been defeated in his previous six finals, including in Halle previously this season.
Medvedev's retrieving strategy and regular emotional displays on the tennis court had led observers to question if his skill to perform at the elite level was finished.
But the player has altered his approach in the last few weeks, striving to advance forward and compete positively, reinforced by an improved serve.
Medvedev recovered from a deficit in the initial set against the difficult Moutet, winning four of the concluding five exchanges to go ahead.
Both players traded breaks in the middle set before the challenger, bidding for his first professional title, seized the initiative to force a decider.
Moutet saved four early chances in a close deciding set before Medvedev won the break to 15 to close out the victory.
Fittingly, he secured victory with a shot at the net area, with his opponent failing to manage a volley after a lengthy match.
